No warning.. no baby announcements. Although weather forecasts may warn us to expect heavy rain fall, no one can really tell us definitely what to expect. The amount of rainfall may be anticipated but how it would affect certain areas could never be predicted unless it happened at least once.
For people to be warned to evacuate the areas where they live, the worst has to happen first.
Take for example, the worst typhoon that the country ever experienced: Ondoy. No one anticipated that things would have turned out as badly as they had. Now that we know what to expect, warning could be made.
Whatever may happen in the future that is brought about by nature, people have to experience the heavy consequences first.
In this world, where we would never really be able to predict nature, there’s really no warning.
